The photographer told TMZ that he never asked Prejean to show her breasts ,she just did it "spontaneously" during the shoot.Further she approved of all the pictures he had taken during the shoot. The shooting of the photos was on a non-windy "normal day" and it's funny to blame it on a breeze. Regarding Prejean's claim the pictures were taken between shots for the modeling session Petruzzi says -- "she was totally posing and looking into the camera" 
Dominic Petruzzi,who took the topless pictures of Carrie Prejean for the "Bliss magazine Shoot" laughed at her claim that the wind was the reason her breasts were exposed that she had no idea she was posing for half-naked photos
